Last weekend, Rwandan President Paul Kagame joined the ranks of the tweeting/tirading political class. According to The Telegraph, British journalist Ian Birrell tweeted a link to a Financial Times story about Kagame and called him “despotic and deluded.” Within hours, Kagame responded—via Twitter.
